The trustees of the Loudoun County Public Library in Virginia instituted a policy to block access to sexually explicit material through the library’s publicly provided Internet access sites. An association of library patrons, Mainstream Loudoun, challenged the regulation in court. The library trustees defended on several bases, among them that neither the individual plaintiffs nor Mainstream Loudoun have suffered an actual injury as a result of the Policy. Specifically … no member of the Mainstream Loudoun has attempted to access blocked Internet materials in Loudoun County libraries, or petitioned a library to unblock a blocked site. Mainstream Loudoun contradicted this claim in its complaint. Does Mainstream Loudoun have standing to sue the library trustees?
