The trustees of the Loudoun County Public Library in Virginia instituted a policy to block access to sexually explicit material through the library’s publicly provided Internet access sites. An association of library patrons, Mainstream Loudoun, challenged the regulation in court. The library trustees defended on several bases, among them that neither the individual plaintiffs nor Mainstream Loudoun have suffered an actual injury as a result of the Policy.
