In March 2016, there were more than 3.3 billion people worldwide who had access to the Internet at home (i.e., Internet users). Since its inception, the number of users has grown tremendously, from only about 14 million users in 1993 to 1 billion users in 2005, 2 billion users in 2010, and 3 billion users in 2014. Having grown exponentially in the early years, the growth in user numbers has slowed to less than 10 percent per year, after worldwide Internet penetration surpassed 35 percent. In 2016, countries such as the United Kingdom, Japan, and the United States had the highest Internet penetration. However, other countries are catching up. While China had an Internet penetration of 52 percent and India had an Internet penetration of only 35 percent, they had the largest number of users; further, both countries having much room to grow, both in terms of Internet penetration and in terms of numbers (Table 1.6).
