In the initiation phase of the project, a high level estimate is needed on the cost of the project and the potential return-on-investment for the project. After the project has been approved, or approved based on the financial obligations, this preliminary estimate, must be refined in detail, to project the expected costs of the project, and be able to assess the potential values that it will add to the organization.
