Each student will demonstrate their mastery of course concepts in alternative contexts

through the completion of a theory and framework-informed research paper. For this

assignment, students will be asked to identify one (1) significant foreign policy decision made

by the United States Government and apply what you have learned in this course to explain the

factors that influenced the decision making that underpinned your case.


The components of this paper should be as follows (recommend page numbers in parentheses):

a) Introduction of case (1 page)

b) In depth description of the relevant actors (people), institutions, and other variables (i.e.

public opinion, media, other countries, etc). that significantly shaped the foreign policy

issue that is at the heart of your paper. Who were the major stakeholders and what

where there interests? (1-2 pages)

c) A review of the different policy options under consideration by the key stakeholders

involved in decision-making (1page)

d) An analysis that describes and explains how the variables that were relevant to the

policy discussion (part b above) led to the ultimate decision that was decided upon (i.e.

Why did the US government ultimately decide on the option that it did?) (2 pages)

e) Findings and Conclusions (1 pages)

f) Works Cited

Please note that this paper should be written using standard citation rules (Chicago

Manual Style). Also, please use 12 Point font, Times New Roman, 1 inch margins, and single


Case Selection

This assignment provides you a tremendous amount of flexibility in choosing both the

theoretical framework and case study you will utilize to complete this assignment. In looking at

your case selection, keep a few things in mind:

 Data Availability: Ask yourself “is there enough information accessible (i.e. unclassified) that

would allow me to study this case?”. Some cases lend themselves to detailed analysis due

to the plethora of information in the open domain, others are not.

ï‚· Is this a case we are studying in class?: You are required to pick a case that we do not

extensively examine in INR 3102.


ï‚· Consider non-military force cases: This semester, we have strived to look at foreign policy as

a topic that encompasses, but is not necessarily limited to or defined by defense policy.

Diplomatic efforts, trade negotiations, the decision to support international institutions, the

choice of “soft power” are but a few examples of many potential cases that are non-military

but still extremely relevant foreign policy case studies.

Writing Standards

  • An important objective of this course is to develop your ability to write analytically. This is a
  • difference from the argumentative style of other courses. Quality of writing, including style

    and structure, will account for a major portion of your grade on written assignments.

  • We will use the Chicago Style for Footnotes and Works Cited. Document all collaboration or
  • assistance in footnotes as well.

  • Make documentation easy. There are numerous software programs that will greatly ease the
  • necessary task of citation.

  • All writing requirements in INR 3102– exams, quizzes, reflection papers, and research papers
  • – are evaluated using the four interdependent dimensions of writing. Good writing observes

    all four of these dimensions. Failure in any one area may constitute overall failure of the

    writing requirement.

    o Substance—persuasiveness, factual accuracy, appropriate and adequate evidence, pertinent

    research, purposeful use of data, intelligent thought, evidence of imagination, proper

    attribution. (Does the author’s written work answer the question? Does it make a

    substantial point? Does it communicate intelligent, responsible ideas? Does it offer original

    analysis, not mere summary?);

    o Organization—coherence, intelligibility, conciseness, orderliness, soundness of logical

    relationships, completeness, appropriate method and form of presentation. (Does the

    author’s written work have a clear beginning, middle, and end? Does it support a well-

    conceived, clearly written, properly placed thesis statement? Do ideas flow logically from

    sentence to sentence, paragraph to paragraph?);

    o Style—fluent language, precise diction, appropriate tone, effective sentence structure, use of

    active verbs, imaginative use of language, etc. (Does the choice of words convey meaning

    clearly? Does the tone suit the intended audience? Does the writing avoid clichés, slang,

    and inappropriate passive voice?);

    o Correctness—observance of appropriate usage, grammar, spelling, punctuation,

    documentation format, and other conventions of educated discourse. (Can the writer spell,

    punctuate, cite evidence, and document correctly? Do sentences follow the principles

    governing the way words fit together? Do errors distract the reader’s attention from the
